The Former President's Progressive Warning Overlooks The Continent's Real Danger: Technological Decline.

Donald Trump's security policy document offers a flawed view of the European Union. The document asserts that open-border policies and what it terms "woke" agendas pose an existential threat to European civilization. However, this perspective is based on a serious misinterpretation of the situation. The actual danger confronting the EU is not cultural but economic and technological backwardness.

The Stark Growth Gap Between the US and Europe

Statistics reveal a sobering contrast. From 2008 and 2023, American economic output surged by 87%, while a paltry 13.5% increase for the European Union. During this period, EU GDP per capita fell from over three-quarters to just 50% of the US level. Strikingly, even the poorest US state now boasts a higher per capita income than several leading European economies like France and Italy.

Currently, about half of the global top fifty technology firms are US-based, while only four are European.

The Technological Deficit: The Core Problem

The growing economic gap is driven by superior productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is decidedly US-centric. Over the past five decades, hundreds of American startups have scaled into companies valued at over $10bn, compared with just 14 in the European continent.

This disparity prompts a vital question: In the race for future industries like semiconductors, AI, and quantum computing, where does Europe positioned? Most analysts agree it is essentially a contest between two involving the US and China, with European nations entering at a significant disadvantage.

Root Causes of the Continent's Innovation Gap

A number of major reasons account for this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for funding startups. The EU has yet to establish a genuine capital markets union, a factor that limits the scale of new firms.
  • Regulatory Fragmentation: Excessive and fragmented regulation hamper Europe. A American entrepreneur can launch a service under one regulatory framework to access a market of over 330 million. The European Union, despite a bigger population, is divided among twenty-seven separate systems, creating huge market obstacles.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, business failure was once viewed with penalties, whereas in the US, it is often seen as a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. The continent's long-term lack of spending in military capabilities has weakened its ability in pioneering research.

The Road Ahead: Reasons for Hopefulness

Despite these hurdles, one can find causes for optimism. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Key reports on EU competitiveness and the internal market point to the necessity of sweeping changes.

With the right incentives and regulatory reforms, these assets might enable much higher levels of commercial innovation.

The continent retains significant advantages: high-quality human capital, top-tier schools and universities, and premier labs. Coupled with a vast domestic consumer base and high savings rates, these elements have the potential to unleash a new wave of venture creation.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still dramatically boost economic output by implementing and tailoring advancements from elsewhere.

An Inflection Point

Europe now stands at a critical moment. As the saying goes, decline often happens "gradually and then suddenly". To date, the continent's technological decline has been gradual. However, without decisive action to tackle its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
